I suggest you ...

Different ‘activity’ quotation

Okay, let’s start with one that might not be so popular... but useful!
Instead of just counting and displaying how many games someone joined as ‘activity’ score, let’s make it % based.
For example: everyone starts with a 100% score.
If you sign up, and show up, no problemo - stays at 100%
However, if 2 or more people report someone as ‘no-show’, it uses a modifier that lowers that percentage (let’s say you joined 100 games, and didn’t show up for 1 (and got reported by 2 or more people), you’re activity score would become 99%
The more games someone is a no-show, the lower his/her activity score becomes.
That way there’s more incentive to show up, or leave the game if one can’t make it.
And... and this is an important one, could be a reason for not signing up for 10 games in 2 hours (or be willing to see the result in the activity score).

This way, I hope, the number of games where people just no-show would be less.
And fireteams could send out invites without being in orbit to find 1 or 2 more persons.

Like I stated in the beginning... not a popular method, I think.
But fair.

I like the idea of having a %-based system, but the activity score is also useful because it tells how many activities that person has completed. How about adding this scoring system instead of replacing activity score? Person has played X games and has a Y% "show-up"/"completion" rate. Keeping track of total games will also give more weight to the %-based system. Sure 100% looks nice, but has that person played 100 games, or only 10?

Sounds like a great replacement for the Karma points, which are kinda useless because there seems to be too much Karma point farming (e.g., 20 activity points but > 600 Karma points?!? Really?!?)

The downside of this could be the same issue that causes 'Uber' 5 stars reviews to be the new normal. People not accepting anyone unless they have a 100% rating.

I like this. I would still like karma to be the same as it is now as some people just don't go the extra step to give deserving players karma.

I would like to see a show up percentage though. Nothing I hate more than having what seems to be a full fireteam and then having to find players because of no shows or people who leave the game 1 minute before it is supposed to start.

Wow this is a great idea in my opinion. It will hold people accountable. Maybe not replace the activity score but Karma score. If 2 or more people say you were helpful, your score can go up some
